| Monitoring of RIDF Projects |
| |
The monitoring of projects sanctioned under various categories of RIDF is required to be done in two ways : |

Desk Monitoring (off-site) and |
| |
|
 |
Field Monitoring (on-site) |
|
| |
The desk monitoring is expected to be done by means of the various returns prescribed for the purpose as well as the information culled out from drawal applications submitted by the respective State Government. The desk monitoring leads to undertaking field monitoring on a selective basis. This facilitates cross checking the issues arising out of the desk monitoring through field monitoring and vice-versa. Therefore, the context of the two types of monitoring has remained dynamic and subject to constant review. |

Preparation of Annual Monitoring Plan |
| |
An Annual Plan for monitoring of RIDF projects will be prepared at the beginning of each financial year. The categorization of projects and norms of selection thereof will be done as under effective from 01 July 2007 :- |

| Social Monitoring |
| |
Prominent display of suitable boards would serve the twin purpose of social monitoring i.e., this will bring out a sense of belongingness among the rural populace in the implementation as well as bring about social awareness about participation of NABARD in the implementation of the project. A model format for display boards indicating physical and financial details preferably in local language may be devised by the RO for the purpose.

Project Completion Report (PCR) |
| |
Regional Offices may simplify the PCR format to gather only critical information. If the project is complete in all physical aspects, the department can submit PCR with a certificate to this effect. This simplified step will definitely improve the level of PCR submission matching the project completion figures. |

Physical Verification of Completed Projects |
| |
Only 5% of completed projects with loan size upto and inclusive of Rs.5 crore and 10% of completed projects with loan size above Rs.5 crore should be physically verified by Regional offices soon after the receipt of PCRs. A monthly report on receipt of PCRs, desk scrutiny thereof, physical verification of selected PCRs, etc should be furnished to Head Office. |

Non-starter projects |
| |
A project will now be considered non-starter if it is not grounded within one year from the date of sanction letter irrespective of the fact that whether the mobilization advance has been availed or not by the concerned state government.
It has also been decided that effective from 01 July 2007 : |
| i) |
Sanctions would lapse if the State Government fails to ground the project within a period of 2 years from the date of sanction letter. |

| ii) |
Mobilisation advances should be recalled if after one year from the date of sanction letter if the project does not get grounded. If needed, mobilization advance may be adjusted against future release of loans to other projects under intimation to the concerned State Government. |

Holding of High Power Committee (HPC) Meetings
Regional Office should ensure holding of the meetings of HPC at the prescribed quarterly intervals chaired by Chief Secretary/Secretary-in-charge of Finance Department of the State Government.
