Regional Training College, Bolpur enjoys the unique privilege of being situated in the land of Rabindranath Tagore. Santiniketan, that embodies Tagore’s passion towards education and rural reconstruction had three distinct goals: to make the children grow up in an ideal physical environment, close to Nature, imparting education to balance the city and the village in a changing India and to transmitting knowledge, capable of accepting a larger world. Our proximity to this noted learning center has benefitted us a lot. Cordial and academic relationship with various wings of Visva Bharati has enriched us in many ways.

Bolpur, famous for Shantiniketan & Visva Bharati, the Central University, is a small town; 150 kms. away from Kolkata. Situated in a sylvan setting, it attracts millions of visitors, who come to pay homage to Gurudev Tagore and to have the feel of the creative environment. The land has been the abode of myriad artists, intellectuals, poets and painters. To name a few among them are Prof. Amartya Sen (Nobel Laureate, who grew up here as an Ashram Child), Nandalal Bose (Painter), Ramkinkar Baize (Sculptor), Satyajit Ray (Film Maker) and many others. Tagore spent a large part of his life here shaping Visva Bharati, his dream project. Hence, this place was frequently visited by Gandhiji, Nehruji, Vinova Bhave and many other national leaders. Indira Gandhi, too, studied at Santiniketan. Visva Bharati follows the unique practice of open air education, where students study in an open environment - even today. To its millions of visitors, Santiniketan (abode of peace) has a mystic charm which gives “peace to the mind and relief to the soul”

About  the Training  College

Regional Training College (RTC),Bolpur, established in 1984, is NABARD's principal Training Institute for Primary Lending Institutions (PLIs), in the Eastern and North Eastern Regions. As Apex Development Financial Institution in Agriculture and Rural Sector, NABARD has the responsibility of Institutional development of PLIs through training and capacity building. RTC, Bolpur was set up primarily to undertake this responsibility in the Eastern and North Eastern Regions. Recently, Andhra Pradesh, Chattishgarh and a part of Maharastra have also been added to its training jurisdiction. The college is headed by a Principal in the rank of General Manager of NABARD, with rich experience in rural banking. He is supported by a team of young, committed Faculty Members specializing in Economics, Finance, Project Appraisal, Behavioural Science, Banking Law and Practice, Management and Organisation Development. Over the years, the college has developed expertise in imparting quality training and conducting on-location programmes including Organisational Development Initiative. On an average, every year, the college trains about 1500 - 2000 bank officers through in-house and on-location programmes.
The training methodology used by the college is participatory, case- study based and field-oriented. Unlike chalk-and-talk, theoretical method, the training in this college is based on solving real problems faced by the client institutions through group discussion and experience sharing. The college is a learning organisation which believes in continuous learning from and with each other.

Genesis of RTCs

i.Considering the large number of RRBs being established during that time, "The Working Group to Review the Training Arrangements in Banks" set up under the Chairmanship of Shri P D Kasbekar in its report submitted in 1980 recommended setting up of six regional centres to cater to the training needs of RRB personnel. The justification given to have the Regional Centres was that the problems faced by RRB staff are mostly region specific and Central level institutions cannot do full justice to them. While agreeing to these recommendations, the TRUDEC observed that apart from this, some specialisation in regional policies is also needed.

ii.In pursuance of the 'TRUDEC' recommendations, the National Bank established BIRD on 19.9.1983 at Lucknow and 2 Regional Training Centres, one each at Bolpur (September 1984) in West Bengal and Mangalore (November 1984) in Karnataka with a combined intake capacity of 150 participants, primarily to cater to the training needs of officers staff of RRBs.

iii.National Bank, in January 1985, set up a committee under the Chairmanship of Dr. Kamala Choudhary (the then member on the Board of Directors of the Bank) to review the training arrangements by the BIRD. The committee suggested BIRD to be reorganised as an autonomous institute of academic excellence for providing training to senior personnel of rural banking sector by way of Induction Training to Trainers, Senior Executives and to a limited extent line managers, to conduct research and impart training in rural banking for rural development. Besides training and research, consultancy as support to rural banking was also suggested to turnout professional rural bankers. In the Board meeting dated 29.12.1988 the revised proposal of the study group was discussed and approved.         

iv.The Board in its 58th meeting discussed role of RTCs consequent to the reorganisation of BIRD. The extract of the decision in this regards reads as under:

"The role of the RTCs had also been redefined as indicated  in the memorandum on the subject put up to the Board in its 49th meeting. Accordingly RTCs were to phase out the project courses for RRB personnel currently being offered for which the sponsor banks' own training centres would be taking responsibility. The RTCs would become the implementing arm of BIRD at the regional level to handle programmes parallel to similar programmes to be organised by BIRD for senior executives of the banks at their head offices and regional offices".

The RTCs were told to stop conducting training programmes exclusively designed for RRB personnel w.e.f. 01 April 1991 and instead formulate programmes for middle and senior level officials of commercial banks including RRBs and cooperative banks, in tune with reorganised concept of BIRD and consequent role play envisaged on RTCs.

Present Status of functioning of RTCs

i.Both the RTCs are operating with one channel and continue to organize training programmes for banks including RRBs at regional level. The separate Syllabus and Academic Advisory Committees exist for both the RTCs, with members from local bankers/academic institutions. The forum viz. RTC-BIRD Coordination committee (RTCBCC) meets annually to take a review of the activities and finalize calendars of activities of RTCs.

ii.The number of programmes conducted by RTC, Mangalore and RTC, Bolpur ranged from 75 to 100 and 67 to 100 respectively during last three years ending 2005-06. The average participation varied from 25.68 to26.67 in case of RTC(M) and from 22.61 to29.81 in case of RTC(B) during the above period.  The % share of  RRBs ranged from 37 to 51 in the programmes of RTC(M) and 45 to 52 in the programmes of RTC(B) during last three years.

iii.With the pricing structure introduced since November 2001, the priced programmes of both the RTCs are increasing gradually. RTC, Mangalore conducted 59% of their total programmes as priced programmes whereas it was 31% in case of RTC, Bolpur during 2005-06. The RTCs have since been granted autonomy in deciding their programmes and pricing structure as well.

 

RTCs-BIRD Coordination Committee (RTCBCC)

Authority/ Genesis

After the reorganisation of BIRD in April 1992, the forum of Advisory Council for Training Establishments (ACTEN) ceased to function. In the absence of such a forum RTCBCC evolved, the annual calendar of programmes of RTCs  coordinated with that of BIRD by convening a meeting, in order to ensure uniformity of approach and to avoid overlap of functions.

          1. Review of activities of TEs,
          2. Exchange of views/experiences regarding training arrangements for client institutions;
          3. Presentation of new case studies/findings of TNA studies/ODIs, and
          4. Discussions on common issues emanating from AAC meetings for evolving appropriate solutions/strategies.

Rationale of continuity/ Need for the annual meeting

(i) helping the TEs to share their experience in client bank training and chalk out new strategies introduce/introduce new themes;
(ii) providing  a forum for NABARD to focus the training requirement in the thrust areas identified by NABARD/RBI/GoI.
(iii) Facilitating NABARD to get its training policy translated/dovetailed in the training strategies of TEs.
