The following training modules, training material and trainers’ guide for PACS’ secretaries, elected Members of the PACS’ board, CCBs’ and SCBs’ boards and staff members have been developed:
Four-day training module for PACS secretaries on "How to do the existing business better in the post reform scenario" with specific thrust on resource mobilization, loan products, housekeeping and accounting – Module I.
Two-day training module for board members of PACS focusing on self-sustenance through improved governance & management of resources–Module II.
Two-day module for PACS secretaries focusing on CAS and MIS – Module III.
Two-day module on CAS & MIS for departmental auditors and supervisors of cooperative banks to enable them to provide handholding support to the PACS functionaries – Module IV.
Three-day training module for the elected board of directors of CCBs and SCBs with focus on the need for change and issues in governance in the post reform scenario – Module V.
Orientation programmes for CEOs of CCBs of 5 days to enable them to recognize the increased business opportunities in the changed scenario – Module VI.
A three-day training module on Business Development Plans for PACS Secretaries– Module VII.
A five-day in-campus Orientation programme for Branch Managers and Senior Officers of CCBs/SCB for business development/diversification – Module VIII.
Three-day Orientation programme for Supervisors/ Inspectors of PACS– Module IX
2. Conduct of Training
Nodal partner agencies are identified in all implementing States for imparting the required training to PACS staff and board members.
Master trainers are identified by the nodal partners from their own institutions as also from other training institutions, cooperative banks, retired bankers etc., having an aptitude for training.
Trainers' Training Programmes of 11-day duration are conducted for the Master Trainers by BIRD, Lucknow, to equip them to train the District Level Trainers (DLTs) at the State level.
DLTs in turn conduct training programmes for the PACS staff and board members at district level or taluka level.
All reading materials/trainers' guides are prepared in vernacular languages and Hindi and trainings are being conducted at the field level.
In respect of modules I to VII, BIRD, Lucknow has imparted training to 410 Master Trainers (MTs) from 25 States as detailed in Table I. These Master Trainers, in turn, are training the District Level Trainers (DLTs) for conducting actual field level programmes. So far, 2637 DLTs have been trained by them in 88 programmes.
In respect of modules VIII and IX, the Training Establishments of NABARD viz., BIRD, Lucknow, Bolpur and Mangalore and the ICMs/RICMs impart training to the target participants. Master trainers from these Training Establishments have been trained at BIRD, Lucknow.
3. Status of Training
So far, 84,465 PACS secretaries from 21 States and 1,28,859elected members of PACS (Table II) from 18 States have been trained by 2081 DLTs (Table I). Further, 4490 Departmental auditors and supervisors from 19 States have been trained to provide hand-holding support and 76,237 PACS functionaries from 19 States have been trained in CAS/MIS. 38,940 PACS staff in 12 States have been trained on Business Development and Profitability so far. Further, 7,882 Branch Managers/Senior Officers of CCBs/SCBs in 23 States have been trained on business development/diversification.
