Objective
The Rajbhahsa Prabhag was established in National Bank for Agriculture and Rural Development (NABARD) at the time of its inception with a view to ensuring implementation of official language policy of Govt. of India.  The objective of Rajbhasha Prabhag is to ensure compliance with official language policy of Govt. of India, i.e. the provisions made in the Consituttion of India (Part -XVII, Articles 343 to 351) regarding official language; President's Order issued in 1960; The Official Languages (OL) Act, 1963; (as amended in 1967), the Govt. resolutions regarding Official Language, 1968; Official Languages (OL) Rules, 1976 and also to motivate staff members to achieve the targets fixed for progressive use of Hindi in annual time-bound programme issued by Department of Rajbhasha, Ministry of Home Affairs, Govt. of India. 

Core Functions
(A) Training: Rajbhasha Prabhag makes arrangements for training of staff members as under : 
1) Training of Hindi (For those who do not have working knowledge of Hindi)
2) Hindi Typing
3) Hindi Stenography

(B) Capacity Building
1) Hindi Workshops : Hindi workshops are conducted regularly for enabling the staff to do their office work in Hindi. 

2)  Rajbhasha Orientation Programme for Senior Officers : The programme in organised with a view to sensitising senior officers to their role and responsibilities  with respect to implementation of the official language policy.
3)  Training is imparted to the staff for doing their work in Hindi on computers.  

(C) Promotional Functions of Hindi :

1)  Cash Award Scheme : Staff members are given cash prizes for doing their official work originally in Hindi.

2)  Hindi Pustak Lekhan Yojana:
Under this scheme, grant assitance is provided for  writing books in Hindi on subjects relating to agriculture and rural development.

3) Rajbhasha Shield  :  regional offices / training establishments/ HO departments are given Rajbhasha Shield and certificates in recognisition of the excellent work done in Hindi by them.
4) Wide publicity is given to various schemes and competitions launched and organised for promotion of use of Hindi by Govt. of India/Reserve Bank of India.
5)  Staff members are deputed for participation in various Hindi competitions organised under the aegis of Town Official Language Implementation Committee and creative writings of staff members are also forwarded for publication in journals published by the Committee.

(D) Creating conducive atmosphere
1) Hindi Competitions  :  Various types of Hindi competitions are organised to create interest among staff members towards Hindi as also to enrich their knowledge of Hindi. Competitions are organised at inter departmental as well as at intra-departmental level.

2) Hindi Day function  :  Hindi function is organised every year on the occassion of Hindi day on 14th September and prizes are distributed to the winners of various competitions.

3) Srijana Competitions  :  In order to provide platform to staff members for expression of their various creative talent, such as story telling, essay writing and photo feature writing are organised annually.

4) Hindi Magazines and Newspapers  : Arrangements are made to Hindi magazines and newspapers to the staff members. for sensitiseing them to  contemporary  usage in Hindi language.

5)  Purchase of Hindi Books  :  It is ensured that 50% of library budget is utilised to purchase Hindi books.

6)  Display of `Today's Word' and `Today's Thought' in Hindi : These are displayed at a prominent place near the entrance of the office buildings as a daily basis.

(E)  Monitoring
(i)  Off-Site Surveillance

Status of compliance with the statutory requirements and the efforts made for augmenting the use of Hindi are reviewed through Quarterly Progress Reports (QPRs)/ Returns received from various ROs/TEs/HO Departments.

(ii) On-Site Inspection
The purpose of On-Site Inspection of ROs/ TEs / HO Departments is to gather first hand information and to give feedback to the management on the progressive use of Hindi during a specified period in ROs/TEs/HO Departments.  on the basis of the findings, appropriate measures are suggested to overcome the deficiencies.  Senior officers of the concerned RO/TE/HO Department are also sensitized to the requirements of OL policy during the wrap-up meeeting held at the end of each inspection.

(iii)  Meeting of Official Language Implementation Committee
Quarterly meetings of Official Language Implementation Committee (OLIC) are held under the Chairmanship of Executive Director to review the position of use of Hindi by the Departments and appropriate decisions, after due deliberations, are taken with a view to increasing use of Hindi.  All  HODs are members of OLIC.  OLICs have also been constituted in all ROs/TEs under the chairmanship of OICs and their meetings are held in every quarter.

(iv)  Departmental Review Meetings

All the departments hold quarterly meetings under the chairmanship of their Departmental Heads to review the progress of Hindi. In the respective department and to discuss various measures to be adopted to thrash out problems, if any. The meetings are attended by the officers of Rajbhasha Prabhag looking after the concerned department.

(v)  Meeting of Nodal Officers

A nodal officer for Hindi is nominated in each department to help in augmenting       use of Hindi in the department and in monitoring progress closely and continuously. A meeting of the nodal officers for all the departments is held on quarterly/half yearly basis to deliberate upon the problem faced in use of Hindi.

(F)  Preparation of Reference Material :

Rajbhasha Prabhag prepares and updates, from time to time, agricultural banking glossary, DoS glossary, standard drafts, collection of English and Hindi expressions and various other types of support material in Hindi and makes it available to the staff in order to facilitate use of Hindi in their office work..

(G) Management and Information System :

Various types of data relating to progressive use of Hindi are being maintained by Rajbhasha Prabhag. Rosters in respect of regarding knowledge of Hindi, Hindi typing, and Hindi stenography are prepared and updated periodically. Information on achievements vis-a-vis targets set by the Department of Rajbhasha, Ministry of Home Affairs, Govt. of India is sought from various offices/departments on quarterly /half yearly/ annual basis and, after its consolidation at HO level, forwarded to the Financial Services Department, Ministry of Finance, Govt. of India; Reserve Bank of India; Kendriya Hindi Salahkar Samiti and Town Official Language Implementation Committee.

(H)  Publications  :

(i)  The objectives of publishing the quarterly Hindi house-journal Srijana are to give  information on various schemes and programmes of the Bank to the staff and other beneficiaries  through Hindi,  to provide a platform to the creative talents of the staff as also to refine them and finally to encourage progressive use of Hindi in the Bank.

(ii)  Other Publications  :
The Annual Report of the Bank to be placed before the Parliament, NABARD Profile, NABARD Newsletter, pamphlets of various schemes, brochures, booklets, manuals. Forms and procedural literature relating to Bank's  functions are published in bilingual form.

I.  Monitoring of the Bank's Progress in Use of Hindi by External Agencies :
i)  Inspection of the Status of Hindi in the Bank by the Parliamentary Committee (Direct Committee and Evidence and Drafts Sub Committee).

ii)  Inspection by Financial Services Department, Ministry of Finance, GoI.

iii) Review of the position regarding progressive use of Hindi in the meeting of Official Languages Implementation Committee for banks and financial institutions organised by Financial Services Department, Ministry of Finance, GoI.

iv) Inspection by Regional Implementation Office (Rajbhasha).

v)  Review of half yearly reports submitted by the Bank to TOLIC in its meetings.

K)  Implementation of Official Language Policy:
1) Suitable Instructions are issued to offices/departments for achieving the targets prescribed by Govt of India under annual programme.
2)  In view of the targets set by  Govt. of India under time bound annual programme  a business meet of Rajbhasha Officers is organised to prepare an annual action plan (month wise) for various offices.  Review of compliance with previous year's action plan is undertaken during the meet and perspective targets for the coming year are prescribed in keeping with the review.

3) Suitable instructions are issued to various offices/departments of HO,in order to ensure

the compliance with various orders, instructions received from Rajbhasha Vibhag, Ministry of Home Affairs; Financial Services Department, Ministry of Finance; and the President's orders.

L)  Translation

The Division provides  translation of codes, manuals and various documents coming under Section 3(3) of Official Languages Act, 1963 In addition to all kinds of procedural literature, stationery, publications, advertisements,  hoardings, brochures, slogans, policy circulars/circulars, instructions issued by different departments, resolutions, day-to-day correspondence, various schemes of NABARD, its website, publicity material, training material, annual report, NABARD Profile, NABARD newsletter, press communiques etc.  Beside this, Hindi to English translation is also made available as per requirement.

Administrative Work
i)  Statements regarding budget estimates for ensuing year and revised budget estimates for current year are sought from ROs/TEs and consolidated at HO level. The consolidated estimates are forwarded to Accounts Department of Head Office.  Information about the budget allocations approved by Accounts Dept. is given to all offices. Statements on expenditure incurred against the allotted budget are received from all the Regional Offices and Training Establishments, on quarterly basis and after consolidation, they are sent to Accounts Department at HO.

ii)  All routine administrative work relating to the Prabhag such as work related to attendance, leave, discipline, indent of stationery, maintenance and verification of deadstock and despatch of advices in this connection, organising administrative meetings, monthly review meetings and correspondence relating to administrative and all other functions are carried out.

iii)  Settlement of bills of Rajbhasha Prabhag relating to various programmes, schemes, competitions, magazines and newspapers etc. are done as and when required.
