Special Initiatives in Resource Poor  Regions
 
Rajiv Gandhi Mahila Vikas Pariyojana (RGMVP)

Rajiv Gandhi Mahila Vikas Pariyojana (RGMVP) a special initiative of Rajiv Gandhi Charitable Trust (RGCT) for promotion, credit linkage and federation of SHGs in select districts of UP. The project envisages promotion and credit linkage of 50,000 SHGs, 2,500 Village Organisations (VOs)/Cluster Level Association s(CLA) and 100 Block Organisations (BOs)/ Block Level Associations (BLAs) in collaboration with participating banks and implementing NGOs. With an implementation period of nine years (2007 to 2015) the project covers 15 Blocks in Phase I and 29 blocks in Phase II and 56 blocks in Phase III in Sultanpur, Rae Bareli, Barabanki, Pratapgarh, Lucknow, Unnao, Fatehpur, Jhansi, Lalitpur, Bahraich, Allahabad, Badaun, Balarampur, Basti, Chandauli, Chitrakut, Deoria, Faizabad, Fatehpur, Gonda, Gorakhpur, Hamipur, Hardoi, Jalaun, Kaushambi, Mirzapur, Maharajganj, Mahoba, Sant Kabirnagar, Shajahanpur, Sitapur, Varanasi, Shravasti and Banda. An amount of Rs 5.92 crore, Rs 11.33 crore and Rs.20.47 crore has been sanctioned for Phase I, Phase II and Phase III respectively.

The project has been designed by NABARD and RGCT with technical assistance from SERP. The strategy involves the use of Professional and trained Resource Persons (PRPs) from Andhra Pradesh by RGMVP in Uttar Pradesh to provide continuous training and hand holding support to SHGs and their federations at cluster and block levels. Demonstration effect of the External Community Resource Persons (CRPs) on the rural population of Uttar Pradesh is an important part of the project. External CRPs are SHG members from Andhra Pradesh who have come out of poverty and are willing to share their experiences with rural women in Uttar Pradesh and mobilising them into SHGs.

 As on 30 June 2011, 29,084 SHGs have been promoted under RGMVP of which 18,872 SHGs have been credit linked. In addition, 1,033 Village Organisations/Cluster Level Federations and 28 Block Organisations/ Block Level Federations have been formed.
