As you are aware, Financial Inclusion is national priority and an enabler for inclusive growth. The implementation of National Mission on Financial Inclusion-Pradhan Mantri Jan Dhan Yojana (PMJDY) launched by the Government of India (GoI) on 28 August 2014 has been transformational in the Financial Inclusion ecosystem of the country. The PMJDY facilitated access to financial services to millions of financially excluded people and the contribution of the banks in the process is remarkable. As on 01 December 2021, there were 44 crore PMJDY account holders and about 86% of the accounts were operative.

2. As part of National Mission on Financial Inclusion, two universal Social Security Schemes (SSS) i.e. Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) were launched by the GoI on 09 May 2015. Further, the Transformation of Aspirational Districts Programme was launched by the GoI to expeditiously improve the socio-economic status in 117 districts from across 28 States. Financial inclusion is one of the five main themes of the Aspirational Districts Programme and covers, inter alia, enrolment under PMSBY, PMJJBY and APY. The Dept. of Financial Services, GoI has also advised the Public and Private Sector banks vide their letter No.M-18012/65/2019-Mission Jansuraksha, dated 07.09.2021 to deepen and saturate coverage of PMJJBY and PMSBY among the targeted beneficiaries.

3. It is reported that there are around 7.2 crore PMJDY accounts in Aspirational Districts, of which about 6.2 crore accounts are operative. An analysis of the present status reveal that considering the age criteria for eligibility under respective schemes, as against 3.93 crore eligible operative PMJDY account holders for enrolment under PMJJBY, the actual enrolment is only 0.39 crore i.e. 10%, leaving a huge gap of near about 3.54 crore eligible operative PMJDY account holders. Similarly, as against 4.81 crore eligible operative PMJDY account holders for enrolment under PMSBY, the actual enrolment is only 1.27 crore beneficiaries (26%), leaving a huge gap of 3.54 crore eligible operative PMJDY account holders.

4. The low enrolment of eligible PMJDY account holders under PMJJBY and PMSBY is mainly due to lack of awareness among the people about the benefits of these schemes. For increasing coverage of enrolment under both these schemes in the Aspirational Districts, there is need to conduct more ground level special awareness camps targeting the PMJDY account holders. Both banks and their associate BCs are the key stakeholders in the process of enrolment of beneficiaries. Hence, it was felt that suitable incentives and awards may be provided to encourage them intensify their efforts for enrolment of PMJDY account holders.

5. Considering the above facts, the Advisory Board for Financial Inclusion Fund (FIF) has approved a Special Scheme for saturation of enrolment of eligible operative PMJDY A/c holders under Social Security Schemes (SSS) i.e. PMSBY and PMJJBY in 117 Aspirational Districts of 28 States. The salient features of the scheme are presented in Annexure-I.

6. The operational period for the scheme is from the date of issue of guidelines to banks and upto 31 May 2022 (cut-off date for auto debit from the account of the beneficiaries for enrolment) or as decided by NABARD/GoI from time to time.

7. Since implementation of the Special Scheme in Aspirational Districts is national priority and time bound, we request you to advise the controlling offices of your bank to implement the scheme in Aspirational Districts on priority basis.

Salient features and guidelines

1. Name of the Scheme: The scheme will be known as “Special scheme for saturation of enrolment of eligible operative PMJDY A/c holders under Social Security Schemes (SSS) in 117 Aspirational Districts of 28 States”. The State-wise list of Aspirational Districts is given in Annexure-II.

2. Objective: The objective of the scheme is to cover/enrol maximum no. of eligible operative PMJDY account holders for the social security schemes in the Aspirational Districts by 31 May 2022 (cut-off date for auto debit from the account of the beneficiaries for annual enrolment) and deepen the financial inclusion.

3. Eligible Institutions: The scheme will be open to all Scheduled Commercial Banks including Small Finance Banks and Payment Banks, Regional Rural Banks & Rural Cooperative Banks operating in 117 Aspirational Districts.

4.Components of the Scheme:

a) The banks will organise monthly block level and village level special camps involving BCs/FLCs to create awareness on social security schemes among eligible PMJDY account holders in coordination with LDM, DDM/DDM (R) of NABARD and PRI officials. It is proposed to conduct about one lakh special camps by banks in the villages/blocks.

b) One District level programme for each district will be conducted by District Development Manager (DDM) of NABARD for sensitising bankers on enrolment of PMJDY A/c holders under social security schemes by branches and their BCs.

c) The banks will be provided financial incentive towards fresh enrolment of PMJDY account holders made by them or through their BCs, which will be in addition to the existing incentives given by insurance companies to banks.

d) The top ten contributing bank branches, BCs and FLCs in each of the districts will be acknowledged for fresh enrolment of social security schemes by awarding certificates by GoI/NABARD.

5. Extent of Financial Support:

5.1 Special block and village level awareness camps on PMJJBY and PMSBY:

Reimbursement of expenses incurred by banks for organising monthly block level and village level special camps in all Aspirational Districts up to 31 May 2022 (upto a maximum of Rs.6000/- per programme as per the extant guidelines given in NABARD Circular No.105/ DFIBT-04/2019 dated 23 April 2019).

5.2 District level awareness campaign:

In order to create awareness of the scheme among bankers in the district, one district level programme in each Aspirational District will be conducted by DDM of NABARD in coordination with the LDM and PRIs under the guidance of the District Collector. The maximum expenditure of Rs.15000/- is admissible.

5.3 Financial incentives to banks and their BCs for saturating coverage of eligible PMJDY account holders:

To encourage the banks and their BCs, additional financial incentives are provided under the Special Scheme for fresh enrolments under PMSBY and PMJJBY in Aspirational Districts. For the purpose, fresh enrolment means a PMJDY account holder, who is being enrolled under the scheme for the first time after the date of launch of the Special Scheme of NABARD.

a. PMSBY - An amount of Rs.1/- each for the BC and the bank branch for every fresh enrolment of eligible PMJDY account holder will be reimbursed to the Controlling /Zonal/Head office of the banks and the banks will pass on the incentives to the concerned BC.

b. PMJJBY - An amount of Rs.10/- each for the BC and bank branch for every fresh enrolment of eligible PMJDY account holder will be reimbursed to the Controlling / Zonal/Head office of the banks and the banks will pass on the incentives to the concerned BC.

In case of fresh enrolment of the PMJDY account holder is without involvement of BCs of the banks, the incentive of Rs.10/- and Rs.1/- per enrolment under PMJJBY and PMSBY, respectively will be passed on only to the Controlling/Zonal/Head office of the bank.

6. Procedure to be followed by banks to avail grant support:

a. For conduct of special block and village level awareness camps and plan for coverage of fresh enrolment of the eligible operative PMJDY account holders for the scheme period i.e. upto 31 May 2022, the Controlling/Zonal/Head offices of banks will submit district-wise proposal to the concerned Regional Office of NABARD as per the format given in Annexure III, for prior approval of NABARD.

b. For claiming reimbursement of expenditure incurred for conduct of special block and village level awareness camps and financial incentive for fresh enrolment of the eligible PMJDY account holders, the Controlling/Zonal/Head offices of banks will submit district-wise details of fresh enrolment to concerned Regional Office of NABARD through DDM, NABARD, with an advance copy to the concerned RO as per the format given in Annexure IV on monthly basis on or before 5th day of the succeeding month.

c. Banks, which are seeking grant assistance under FIF for the first time, may execute a Memorandum of Agreement with NABARD as per Circular No. 52/ DFIBT-o5/ 2018, dated 20 March 2018.

7. Scheme period:

The operational period for the scheme is from the date of issue of guidelines to banks and upto 31 May 2022 (cut-off date for auto debit from the account of the beneficiaries for annual enrolment) or as decided by NABARD/GoI from time to time.

8. Monitoring mechanism

a. The Controlling/Zonal/Head offices of banks will furnish status of progress in enrolment made by each of their bank branches, district-wise and also the programmes conducted by them under the scheme in ENSURE Portal of NABARD. In this regard, all the Controlling/Zonal/Head offices of banks will be provided a user/login id for uploading the data in ENSURE Portal of NABARD.

b. The progress of this Special Scheme and performance of the banks may be monitored in DLCC meetings of each district under the guidance of District Collector and reviewed in each BLBC meetings.

c. The District Development Manager (DDM) of NABARD and LDM in each of the Aspirational Districts will be provided a separate user/login id of ENSURE Portal for viewing and reviewing the progress made under scheme in DLCC and BLBC meetings.

2. The terms and conditions of the sanction letter in reference are accepted/have been accepted vide our Letter No._________ dated _________ and have been adhered to.
