Please refer to our Circular No. 20 /DFIBT- 01 /2022, dated 10 February 2022 on the captioned subject. In this connection, based on the feedbacks received from various Banks and importance led by Government of India in promotion of saturation of enrolment of eligible operative PMJDY A/c holders under Social Security Schemes, it has been decided to extend the implementation period of the above scheme, up to 31 March 2023.

2. The salient features of the scheme will continue as per the earlier guidelines issued vide our circular No. 20 /DFIBT- 01/2022, dated 10 February 2022, except certain modifications that are detailed in Annexure I.

3. Since implementation of Social Security Schemes in Aspirational districts is one of the national priorities of the Government of India, we request you to advise the branches and controlling offices of your bank to make all out efforts to conduct special camps for creating awareness and ensure maximum coverage of eligible PMJDY account holders under PMSBY and PMJJBY in Aspirational Districts during the extended period and avail grant assistance under Financial Inclusion Fund.

Special scheme for saturation of enrolment of eligible operative PMJDY A/c holders under Social Security Schemes (SSS) viz:- PMSBY and PMJJBY in 117 Aspirational Districts of 28 States - Extension up to 31 March 2023

1. The scheme will continue to remain open for all Scheduled Commercial Banks (SCBs) including Small Finance Banks (SFBs) and Payment Banks(PBs), Regional Rural Banks (RRBs) & Rural Cooperative Banks(RCBs) operating in 117 Aspirational Districts up to 31 March 2023.

2. Banks operating in 117 Aspirational Districts, who have already obtained sanction from respective Regional Offices of NABARD with reference to our Circular No. 20 /DFIBT- 01/2022, dated 10 February 2022 for conduct of Special Awareness Camps for the period of 10 February 2022 to 31 May 2022, but could not complete/partly complete conduct of camps, are now permitted to complete it on or before 31 March 2023.

3. The additional proposals for conduct of Special Awareness Camps at village and block level will be sanctioned by respective ROs of NABARD, only if, banks have already completed conduct of special awareness camps sanctioned.

4. Wherever, banks have not taken any sanction earlier, for conduct of Special Awareness Camps, but are willing to submit proposals for conduct of Special Awareness Camps, they are allowed to do so, from the date of issue of this circular subject to the commitment/assurance by the banks to conduct and complete all the camps on or before 31 March 2023.

5. The extent of financial support for conduct of special block and village level awareness camps on PMJJBY and PMSBY, incentives to banks and their BCs for enrolment will continue to be governed as per the existing scheme guidelines issued vide our Circular No. 20 /DFIBT- 01 /2022, dated 10 February 2022.

6. The incentives to banks and their BCs for saturating coverage of eligible PMJDY account holders for the extended period of the scheme will be applicable only towards fresh enrolment made by Banks & BCs from 1 June 2022 to 31 March 2023 as per the revised premium rate made applicable by DFS, GoI as per their instructions issued vide letter No. H-12011/2/2015-Ins.II, dated 01.06.2022.

7. Since the extension of the scheme guidelines is being issued in the month of August 2022, but if banks have done fresh enrolment of eligible PMJDY account holders during this intervening period i.e. w.e.f. 1 June 2022 till the date of issue of this circular, the proposals may be submitted to the concerned ROs of NABARD for post facto sanction of incentive assistance only.

8. All banks operating in 117 Aspirational Districts are requested to submit their proposals and claims in the revised formats given in Annexures II and III, respectively, attached with this circular.

9. In case NITI Aayog revises the list of Aspirational districts in view of reorganisation of districts in any State, the circular will be applicable to all such Aspirational Districts from the date of such notification/letter. However, already approved proposals will be allowed to be completed within the period of sanction.

In case of fresh enrolment of the PMJDY account holder is without involvement of BC of the Bank, the incentive of only Rs.10/- and Rs.1/- per fresh enrolment under PMJJBY and PMSBY, respectively will be released to the Bank.

We note that the fresh enrolment (i.e. first time subscriber to the scheme) will be done as per the revised premium rates i.e. Rs 20/- for PMSBY and Rs. 436/- for PMJJBY.

2. The terms and conditions of the sanction letter in reference have been accepted vide our Letter No._________ dated _________ and have been adhered to.

i. It is certified that the assistance sought is only towards reimbursement of fresh/new enrolment of PMJDY account holders done under PMSBY and PMJJBY i.e. on or after 01 June 2022 at the revised premium rate made applicable by DFS w.e.f 1 June 2022.

ii. It is certified that the assistance sought towards reimbursement of fresh/new enrolment of PMJDY account holders done through Business Correspondents (BC) is passed on to the respective BCs by the Zonal/Controlling/Head office of the Bank.

    iii. The grant assistance claimed herewith as reimbursement is not claimed from any other agencies and the bills/vouchers in support of the claim will be preserved for verification by NABARD.

iv. The Bank has executed a Memorandum of Agreement with NABARD as per Circular No. 52/ DFIBT-o5/ 2018, dated 20 March 2018.
