Functions and duties:
- Warehouse Infrastructure Development
- Providing financial support for creation of Scientific Storage Infrastructure (Dry and Wet) for Agricultural Commodities out of Warehouse Infrastructure Fund (earlier RIDF).
- Facilitate accreditation/ registration of Storage structures by WDRA and popularise issue of Negotiable Warehousing Receipts (NWRs).
- Pilot innovative models related with improvement of price realization for commodities by the farmers.
- Capacity Building of Stakeholders in Agriculture commodity storage and marketing sector.
- Support for creating Infrastructure and Promoting Food Processing Industries-
- Provide credit for establishing infrastructure in Designated Food parks and processing units in these designated food parks.
- Formulate policies / strategies for argumentating the processing infrastructure losses, creating awareness for value addition, and developing forward linkages for the farmers produce directly.
- Promote modernization of existing processing units in the designated food parks resulting in technology upgradation, automation, increase in efficiency, improvement in product quality, reduction in cost etc.
- To assist MOFPI, Government of India, in effective implementation of Mega Food Park Scheme and the scheme for Cold Chain, Value Addition and Preservation Infrastructure by being a member in the Inter Ministerial Approval Committee.

The projects submitted for consideration are sanctioned by the Sanctioning Committee, which is a sub-committee of the Board of Directors.

|
- Policies related with the various activities of the department are formulated at Head Office level.
- Sanction of projects for financial assistance is accorded by the Sanctioning Committee, which is a sub-committee of the Board of Directors.
- Post sanction activities including disbursement of loan, monitoring of projects, review of progress, etc., is carried out by the Regional offices.

|
Sanctions are accorded as per the guidelines set by GoI / RBI and as per the rules and regulations of utilization of the funds.

All financial transactions are subject to NB Expenditure Rules 2008 and delegation of powers approved by Chairman and as per the extant loan policy.

Documents relating to projects of a given state are kept in the respective Regional Offices, while those related to multistate projects are kept at HO.

Public opinion is taken into consideration based on feedback received from public during monitoring and evaluation studies. The same is taken into consideration for policy formulation. Further, the considered views and suggestions received from the representatives of public such as Members of Parliament, MLAs, various Committees, stakeholders such as collateral companies, commodity exchanges, warehouse owners, farmers, etc. are duly considered for bringing about refinements in the policies and procedures to the extent feasible and considered necessary in consultation with GoI and RBI.

As of now, NABARD is providing financial assistance to State Govts. / State Owned Entities for storage infrastructure and no direct lending is made to public at large. Hence, no such committee is in place.

GoI through budgetary announcement has created a special window under RIDF-XVII and RIDF-XVIII for assistance of projects related to warehousing sector. Subsequently during the years 2013-14 and 2014-15, a special fund under the name Warehouse Infrastructure Fund has been created with a corpus of Rs 5000 crore during each of the years. The corpus, sanctioned amount, disbursements etc., as on 31 March 2015 is as below:

The projects for creating warehousing Infrastructure are sanctioned to State Government, State Government undertakings, public and private sector entities. As on 31.3.2014 an amount of Rs. 14.49 crore subsidy has been disbursed in the states of Madhya Pradesh and Chattisgarh.
