(ii) The powers and duties of its officers and employees
 
In case of promotion for SHG-BLP the delegation of power is as in the table-

Note: All proposal exceeding the above limits recommended by PSC of RO may be put up to BPSC HO for approval.
(iii) Procedure followed in the decision making process, including channels of supervision and accountability
Policy: Policies on various schemes being implemented by mCID are formulated at HO level based on the feedback received from field as well as from clients.
Implementation and Monitoring: Implementation and monitoring of the schemes is done by both RO as well as MCID HO.  
Financial transactions: `   All financial transactions are subject to concurrent audit and RBI inspection.
 
(iv) Norms set by it for the discharge of its functions Functions are discharged within the framework of rules and regulations of NABARD and as per the guidelines received from GoI and RBI. Detailed circulars have been issued by the department and based on the criteria/ parameters laid down in these instructions, the cases are scrutinized.
(v) Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions. Hard / Soft copies of circulars, guidelines are available in ROs/HO, as also in corporate intranet which are accessed by staff for disposing of cases/ proposals.
(vi) A statement of the categories of documents that are held by it or under its control Documents relating to sanction of project and acceptance of terms and conditions are kept at HO/RO level as the case may be.
(vii) Particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formulation of its policy or implementation thereof a. At present all the regular activities of the department are funded out of FIF. The FIF was originally to be consist of an overall corpus of  Rs500 crore with initial funding to be contributed by GoI, RBI and NABARD in the ratio of 40:40:20. The funding would be contributed in a phased manner over a maximum period of five years depending upon utilisation of funds. b. For innovative projects which are not covered within the overall scope of FIF, till 31 March 2015, Rural Promotion Fund was made use of.
(viii) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public Government of India has constituted FIF advisory board for guiding NABARD. MCID is accessing FIF for promotion of SHG/JLG, Capacity building of SHG/JLG, training etc. The fund is being administered by FID, NABARD.
