Dr. M. V. Rao, is an IAS officer of 1988 batch and has considerable field experience in Development administration. His passion has been people-centric development innovations and interventions. Dr. Rao is presently Additional Chief Secretary, Panchayats & Rural Development and Cooperation Departments, Government of West Bengal. He has also served as District Magistrate of Midnapore and Malda Districts of West Bengal. He also served as Senior Consultant, UNICEF. He was Managing Director, West Bengal Industries Development Corporation and Director of Industries.
He did his Ph.D in ‘Development Administration’. He was also Director General, National Institute of Rural Development & Panchayati Raj at Hyderabad, a premier institute under the Ministry of Rural Development, Government of India. He was also Chief Executive, National Fisheries Development Board under Ministry of Agriculture, Government of India.
