Guidelines on fixation of Scale of Finance (SoF)
Please refer to our circular no. 109/Refinance-34/2020 dated 15 April 2020 on the captioned subject.
2. Keeping in view the various policy changes and the overall changes in the agri ecosystem in the last few years, it has been decided to update the above-mentioned circular.
3. The operational guidelines for fixing of Scale of Finance which forms the basis for arriving at the loan limit under Kisan Credit Card (KCC) is given as an Annexure. These guidelines are also available on NABARD website www.nabard.org under the tab Information Centre.
4. As you are aware, GoI is also building the Agristack wherein all agriculture related data is being built in to make it easier for all stakeholders to get access to the relevant data for making informed decisions. Scale of Finance registry is part of the Agristack. NABARD has digitized the process of capturing the data through its ENSURE portal, so that the SoF registry can be updated. The DCCB/StCB will submit the data through the portal once the same is approved by State Level Technical Committee (SLTC) and District Level Technical Committees (DLTCs).
5. You are requested to suitably advise the SLTC and the DLTCs to adhere to the revised guidelines while fixing the Scales of Finance.
