days within one year of completion of train-
ing. It is envisaged that this will be possible
only if the PIA invests in handholding and
skill upgrading activities after placement.
Regional focus:
Roshni is a special initia-
tive under DDU-GKY for skill development
of 50,000 youth in 27 most critical left wing
extremism districts, in Jharkhand, Odisha,
Chhattisgarh and Bihar. The programme
launched in June 2013 is facing implementa-
tion difficulties as seen fromminutes of the
recent performance review by the MORD.

The progress appears to be tardy with alerts
being issued to PIA to improve performance.
Out of the 10 project implementing agencies,
nine agencies have a shortfall of more than 70
per cent in the targets in trainings as agreed
in the project work schedule. There is little
information provided by these agencies on
placements and also salaries.
Himayat, launched in 2012, is aimed to
train 100,000 youth of Jammu and Kashmir.
As of March 2015, 40,253 youth have been
trained and 32,331 (80 per cent) are reported
to be placed.
ii.
Rural Self Employment Training
Institutes
The GoI has facilitated setting up Rural
Self Employment Training Institutes, one
in each district of the country for basic and
skill development training of the rural BPL
youth to enable them to undertake micro
enterprises and wage employment. These
are bank led institutions, that is, managed
and run by the public sector/private sector
banks with active cooperation from the
state governments.

There were 587 RSETIs
by end March 2015, offering intensive
short-term residential self-employment
training programmes with free food and
accommodation, designed specifically for
rural youth. Most of the training courses
are aimed at self-employment. RSETIs
are graded at least every two years and the
performance monitoring of RSETIs is also
ensured by the monitoring cell of RSETIs
under the Ministry of Rural Development.
National Institute of Rural Development
and Panchayati Raj Hyderabad is the nodal
agency to implement the RSETI project.
As seen from Table 6.6, the number of
RSETIs and number of trained persons has
been increasing year after year. Settlement
of candidates into enterprises has been
satisfactory. However, less than half the
settled candidates have been able to access
bank finance (only 27 per cent of the trained
persons had been able to get bank loan to
start their enterprise). Why the bank loan
access is lowwhen the RSETIs are sponsored
by leading banks is a question that banks
have to ask themselves and find effective
solutions. While the reported settlement

on infrastructure development and DRDAs provide support towards cost of training for rural BPL candidates to
the sponsored banks. State governments provide land, free of cost, to these institutions on priority basis. Banks are
responsible to manage day to day functioning of the institute.
