Skills Qualification Framework (NSQF)
has been anchored at NSDA and efforts
have been initiated to align all skilling and
education outcomes with the competency
based NSQF levels. These efforts builds on
the 60 year old legacy of vocational training
infrastructure which now number about
11,964 Industrial Training Institutes and
3,200 polytechnics.
Targets set for skilling by
government
The Government of India (GoI) has set a
target to impart the necessary skills to 500
million people by 2022, in line with its fore-
cast of a significant requirement of skilled
manpower over the next decade. However,
some experts have raised concerns over
the magnitude of the target. The Institute
of Applied Manpower Research (IAMR)
(a government think-tank) has computed
new skill gap figures to arrive at a ‘realistic’
overall target. According to IAMR’s analysis,
the total number of people who need to be
trained by 2022 ranges between 249 and 290
million across differing skill requirement
scenarios. The Twelfth Plan has embarked
on a relatively modest target of skilling 80
million people until 2017. It aims to increase
the percentage of workforce with formal
skills to 25 per cent at the end of the plan.

Apart from the seven ministries/
institution mentioned in Table 6.3, there
are 13 other ministries/departments that
impart skill training.

and 37 Sector Skill Councils with total financial commitment of over

crore. There are 207 NSDC approved training partners, 2,904 operational NSDC
partner centres, including 676 mobile centres with coverage across 28 States and
5 UTs in 471 districts across India.

Craftsmen training scheme
: Aims to provide a supply of semi-skilled labour and
reduce unemployment among the educated youth. (through 11,964 Industrial
Training Institutes ITIs (2284 in Government and 9680 in Private Sector) having
a seating capacity of 16.92 lakh.

Apprenticeship scheme
: It aims to provide in-house training to employees
working in the company.
Center of excellence scheme
: The scheme discusses the facilitation of
multiskilling courses in 21 industry sectors.
Modular employable skills scheme
: Focuses on the delivery of short-term
courses of the National Council for Vocational training. Most of the trainings
are provided through 11,964 Industrial Training Institutes.
