these delayed payments under the Act and
almost every state had delayed wage pay-
ments, only six states paid any compensa-
tion amounting to
`
74.9 million, of which
Maharashtra alone paid
`
73.4 million.
Anumber of initiatives have been taken to
reduce delays in wage payments. More than
90 million workers have been facilitated to
open banks accounts so that payments can
be electronically credited to the workers’
accounts. The accounts are also being seeded
with Aadhar numbers so that verification of
credentials of customers and crediting of the
correct accounts is done without loss of time.
The JAMtrinity propounded by theMinistry
of Finance intends to take the electronic pay-
ments further by crediting mobile wallets.
Whilemobile ownershipmight not be a prob-
lem, Aadhar seeding of accounts has been
progressing somewhat slowly. Of the total job
registrants, 25 per cent have Aadhar numbers
and of the active workers, 51 per cent have
seededAadhar numbers. Aadhar registration
in states where National Population Register
has the responsibility has been proceeding
slowly, and this is the main cause of gaps in
Aadhar seeding under the NREGS.
The major challenges identified by the
Ministry of Rural Development (MoRD) in
implementation of NREGS were low aware-
ness and public participation, low level of
capacity of functionaries, concerns on quality
