SCHEME FOR PROMOTION OF WOMEN SHG

IN BACKWARD & LWE
AFFECTED DISTRICTS OF INDIA
NABARD, in association with the Department of
Financial Services, Ministry of Finance, Govt. of India continued to implement a scheme for
promotion and financing of Women Self Help Groups in 150 identified backward and Left Wing
Extremism (LWE) affected districts of the country. The progress under the scheme as on 31
March 2017 is given in Statement IX-A (ii). (In case of abridged version, refer to enclosed CD for
Statements).
IMPLEMENTATION OF NATIONAL RURAL LIVELIHOOD MISSION (NRLM)
AND SCHEME FOR INTEREST SUBVENTION TOWOMEN SHG

The Ministry
of Rural Development (MoRD), Government of India has launched the National Rural Livelihood
Mission (NRLM) by restructuring Swarnajayanti Gram Swarojgar Yojana (SGSY) with effect
from 1 April 2013. NABARD is implementing the Interest Subvention Scheme for Women SHGs
under NRLM for Regional Rural Banks (RRBs) and Cooperative Banks in Category I districts.
Further, as a part of collaboration between NABARD and NRLM, Regional Offices of NABARD
are coordinating with the concerned SRLM to achieve the goal of training of all rural bank
managers. To address the issue of low credit linkages under SHG-Bank Linkage Programme,
NABARD has planned to conduct block level programmes in DDM districts so as to increase
the credit linkages during this financial year. Such programmes would be on the lines of credit
camps/ linkage meets involving bank branch officials, SHPIs, ANGOs, SRLM representatives,
SHG leaders, NGOs, livelihood experts etc. State level sensitization programmes on SHG-BLP
for senior bank executives have also been organised in coordination with SRLMs with the overall
objective of increasing credit linkages. SRLMs have also been roped in as implementing agencies
for EShakti in several States and they are supporting the digitization project in every State.
SIGNING OF MOU WITH BHARAT RURAL LIVELIHOODS FOUNDATION
(BRLF)
During the year an MoU has been signed between NABARD and BRLF. The MoU
envisages collaboration in matters of engaging with the NGOs, partner organisations to support
the project programmes for bringing synergy in speeding livelihood developments in the neediest
areas of our country. BRLF, a society registered under the Societies Registration Act, 1860
has a mission to facilitate and upscale civil society action in partnership with government for
transforming livelihoods and lives of rural households with an emphasis on women particularly
in the Central Indian Tribal Region.
APRACA CENTRE OF LEARNING
The Asia-Pacific Rural and Agricultural Credit
Association (APRACA) is an association of institutions which are involved in agricultural, rural
and microfinance policy and development, representing 21 countries in the Asia-Pacific region.
With a view to further strengthening the knowledge management at APRACA, the concept of
APRACA Centres of Excellence (ACE) was conceived. The goal of ACE is to utilize the effective
model of SHG-Bank Linkage Programme for poverty alleviation/ women empowerment in
