Particulars of its organisation, functions and duties
|
Functions:
(a) to carry forward the agenda of financial inclusion of the excluded population at the national
level as per the framework recommended by the Report of the Committee on Financial Inclusion in
general and operationalizing the Financial Inclusion Fund (FIF) in particular. The implementation is
under the guidance of the Advisory Board set up for FIF
(b) To facilitate the process of bringing the participating State and Central Co-operative Banks
onto Core Banking Solution (CBS) platform and post-CBS technological adoption with special focus
on RuPay Kisan Cards.

The powers and duties of its officers and employees
|
Duties and powers to be exercised are as per NABARD Staff Rules, 1982.
Financial
sanctions pertaining to the Funds, are based on parameters & laid
out instructions under “Delegation of Powers under Financial Inclusion Fund
(FIF). Sanctions under Administrative expenditure as per instructions laid down
under
|

Procedure followed in the decision making process, including channels of supervision and
accountability.
|
The
Department has on its roll different categories of staff such as, Officers
(Grade A to F) and other support staff.
The decision making process followed in the department is as per procedure indicated in
respective guidelines / instructions of the programmes/schemes valid from time to time. There is
a clear cut demarcation of roles, responsibilities and discretionary powers amongst different
supervisory levels and the accountability is fixed up accordingly.

Norms set for the discharge of
functionsoriginate from extant
operational guidelines,detailedcirculars and based on the criteria/parameters
laid down in the circulars issued from time to time.

its employees for discharging its functions.

Hard / Soft copies of
circulars, guidelines available are accessed by staff for disposing of cases/
proposals. Moreover, the officers are governed by NABARD (Staff) Rules, 1982
and related rules for discharging functions.

Agenda
Notes, Attendance, Minutes and proceedings of the Meetings of Advisory Board
and Agreements with Banks and NGOs.
Documents
on each of the case processed by the Department are held under the control of
department categorized purpose and entity-wise.
Policy / instructions / Circulars are maintained
separately.

the public in relation to the formulation of its policy or implementation thereof
|
Banks
participating in the NABARD-facilitated CBS Project are part of the
consultative process as they are the actual owners of the project.
In
respect of FIF, formulation of overall policy and its implementation is under
the guidance of the Advisory Board. Any representation by the members of the
public or stakeholders in relation to the formation of policy and
implementation thereof shall be put up to the Advisory Board, which is the authority
for deciding on all such matters.
In addition to these, GoI
& RBI are consulted to seek their guidance.

The Government of India has re-constituted
the Advisory Board for FIF consisting of members from GoI, RBI, IRDA, IDRBT,
NASSCOM, one public sector bank and one private sector bank. Chairman, NABARD is the Chairman and
CGM (DFIBT), NABARD is Member Secretary of
the Advisory Board
All
innovative/non-routine proposals have to be approved by the Advisory Board.
The minutes and action points
of the Advisory Board Meeting are circulated amongst members of the Advisory
Board and are of confidential nature
A Steering Committee
comprising senior representatives from NABARD, NPCI and major Sponsor Banks of
RRBs has been constituted to give a push to the efforts of RRBs in issuance of RuPay
Kisan Cards to all operational KCC accounts.The minutes and action points of the meetings are
circulated amongst
members and stakeholders.

1. The
Annual budget estimates under FIF are allocated by HO after taking into
consideration the past performance in sanction of proposals & release of
disbursements, the requirements indicated by the RO as well as the size &
potential of each RO.
2. No internal budget is allocated
for the CBS process from NABARD. The project is being implemented by the banks
with their internal budget.
