Functions and Duties: 
 
The department deals with the following loan products:
1.  Direct Refinance Assistance to District Central Cooperative Banks  
2.  Short Term Credit Facility to Civil Supplies       Corporations/ Marketing Federations/ Milk Unions
3. Infrastructure Financing Assistance under NABARD Infrastructure Development Assistance (NIDA)
4. Financial Assistance under Dairy Processing & Infrastructure Development Fund (DIDF)
5. Financial Assistance to State Governments under Fisheries and Aquaculture Infrastructure Development Fund
 
(iii) The powers and duties of its officers and employees

Proposals involving financial sanction are scrutinised as per laid down guidelines of respective vertical.
Proposals pertaining to direct refinance to cooperatives are sanctioned at RO/HO by following committee approach depending upon amount to be sanctioned/risk rating of the project. 
 
Proposals received from Marketing Federations/ Corporations for credit facility are sanctioned at HO by Business & Grants Proposal Sanctioning Committee (BGPSC) consisting of DMDs and CGMs or by Top Management Sanctioning Committee (TMSC) consisting of Chairman and members of BGPSC depending upon the amount to be sanctioned.
 
NIDA proposals are sanctioned at HO by Business  & Grants Proposal Sanctioning Committee (BGPSC) consisting of DMDs and CGMs or by  Top Management Sanctioning Committee (TMSC) consisting of Chairman and members of BGPSC depending upon the amount to be sanctioned.
Proposals under DIDF and FIDF are sanctioned at HO by Business  & Grants Proposal Sanctioning Committee (BGPSC) consisting of DMDs and CGMs or by  Top Management Sanctioning Committee (TMSC) consisting of Chairman and members of BGPSC depending upon the amount to be sanctioned.
 
(iii) Procedure followed in the decision making process, including channels of supervision and accountability
The cases are initiated by the officers in Grades A/B/C level with necessary analyses, and are checked /supervised by officers at Grades D/E level.  Proposals are approved/sanctioned by Business & Grants Proposal Sanctioning Committee (BGPSC) consisting of DMDs and CGMs or by Top Management Sanctioning Committee (TMSC) consisting of Chairman and members of BGPSC depending upon the amount to be sanctioned.
 
(iv) Norms set by it for the discharge of its functions The proposals depending upon the complexities/ technicalities/amount are processed within the reasonable time frame for each credit product.
(v) Rules,regulations,instructions,manuals and records,held by it or under its control or used by its employees for discharging its functions. Each line of credit has a set of rules/instructions which are codified into manuals for internal reference.
