(ii) Powers and Duties of its officers and employees
1. Duties and powers to be exercised are as per NABARD Staff Rules, 1982.
2. Investments pertaining to Subsidiaries, Strategic Investments, AIFs are based on parameters laid out in the respective policies.
3. Sanctions under administrative expenditure are as per instructions laid down under NABARD Expenditure Rules, 2019.
4. Where financial transactions are involved, approvals/ sanctions are obtained based on delegated powers.
5. All decisions pertaining to policy and operational aspects are generally taken at the highest level in the hierarchy.
(iii) Procedure followed in the decision making process, including channels of supervision and accountability
The cases are initiated by the officers in Grades A/B/C level, and are analysed/checked/supervised by officers at Grades D/F level. The proposals are deliberated upon by the respective Screening Committee and are recommended to the approving authority.
(iv) Norms set by it for the discharge of its functions
Norms set for the discharge of duties originate from extant policy guidelines, circulars, manuals etc.
(v) Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions.
