The rural cooperative sector is an essential part of the rural economy. It involves cooperative
organizations that provide financial services, marketing support and other resources to farmers and rural
communities. These cooperatives are typically owned and operated by their members, who are often small-scale
farmers or producers.
Cooperative Sector Development Department (CSDD) has been at the forefront in this direction, engaging
directly and indirectly with cooperative sector and the population associated with the cooperative
institutions at all stages. The primary function of the department is to implement the Centrally Sponsored
Project for PACS Computerisation (CSPCP) and Computerisation of ARDBs. The Department is working on these
projects in close collaboration with the Ministry of Cooperation, GoI, State Government, StCBs/DCCBs and
other stakeholders.
Core Functions of the Department
- Implementation of Centrally Sponsored Project for Computerisation of PACS:
On 29 June 2022, the Cabinet Committee on Economic Affairs of the Government of India (GoI) approved a
Centrally Sponsored Scheme for Computerisation of PACS with the objective of increasing efficiency,
bringing transparency and accountability in their operations, facilitating diversification of their
business and undertake multiple activities/ services.
This project proposes to benefit directly through computerization of credit and non-credit business
activities of
about 63,000 functional PACS over a period of 5 years with a total budget outlay of Rs. 2,516 crore with a
Government of India share of Rs. 1,528 crore. The shares of State Governments and NABARD in the cost of
implementation of the project are Rs. 736 crore and Rs. 252 crore, respectively. Subsequently, 4,009
additional PACS have been sanctioned by MoC, GOI for computerisation under CSPCP.
NABARD is implementing the project, on behalf of the Ministry of Cooperation, which is an effort towards
providing requisite computer hardware and peripherals together with Enterprise Resource Planning (ERP)
based common software to enable all the PACS to capture records of all credit and non-credit operations
digitally and seamlessly in an efficient and transparent manner. The project comprises of development of
cloud-based common software with cyber security, uploading and building a National Level Data Repository
(NLDR), training, and other support services. This software will be in vernacular language having the
flexibility of customisation as per the needs and requirements of the States.
- Implementation of Computerisation of ARDBs
The Hon’ble Minister of Home & Cooperation, Shri Amit Shah launched the project for Computerisation of
ARDBs on 30 January 2024 in a National Conference and Workshop organised on “Computerisation of Offices of
Registrars of Cooperatives of all the states/UTs and Agriculture & Rural Development Banks” at New Delhi.
NABARD is the implementing agency for the computerisation of 1851 units of ARDBs of 11 States and 02 UTs.
- To formulate short/medium/long term plans for the development of Cooperative Sector.

The powers and duties of its officers and employees |
Duties and powers to be exercised are as per NABARD Staff Rules, 1982. Financial sanctions pertaining to
the Funds, are based on parameters & laid out instructions under “Delegation of Powers under Cooperative
Development Fund (CDF).

Procedure followed in the decision making process, including channels of supervision and
accountability
|
The Department has on its roll different categories of staff such as, Officers (Grade A to F) and other
support staff. The decision-making process followed in the department is as per procedure indicated in
respective guidelines / instructions of the programmes/schemes as applicable from time to time. There is a
clear-cut demarcation of roles, responsibilities and discretionary powers amongst different supervisory
levels and the accountability is fixed up accordingly.

Norms set for the discharge of duties originate from extant policy guidelines, circulars, manuals, etc., as
